What is RMS in Construction?
RMS stands for Resident Management System and is used in US Army Corps of Engineers construction projects to manage the contract and quality requirements of the contract.
Once a person understands how to use RMS, they’ll find it is a very comprehensive system for the expedient and effective management of construction contracts through tracking and documentation of all facets of a contract by the United States Army Corps of Engineers’ field offices.
Latest Version of RMS
Version 3.0 is the latest software package developed by the RMS Support Center. You’ll find that RMS does continual upgrades to the software. In order to run RMS, you’ll need a Windows based computer.
Using RMS Is a Quality Control Manager Requirement
For USACE Construction Contracts, a member of the Prime Contractor staff, typically the “Accepted” Quality Control Manager, will be required to manage the contract through RMS.

If you are a Construction Quality Control manager, a submittal clerk, or part of the Quality Control team, Titan University offers several RMS courses which you can take online, from wherever you have internet access and a computer, phone, or tablet.
Unlike the Construction Quality Management for Contractors training that is a requirement for QC Managers on a USACE or NAVFAC contract, RMS courses are not mandatory. They are, however helpful for Quality Control Managers and submittal clerks. RMS is a large program and once you’re on-site, you’ll need to know what you’re doing. And we’re here to help.
